Recently, the state of California enacted new regulations that will require pipelines to have the “best available technology” to minimize spills in environmentally and ecologically sensitive areas in the coastal zone. All plans to retrofit existing pipelines must be submitted by July 1, 2018 and completed by 2020.

The “best available technology” will be determined by the State Fire Marshal, and should be selected based on a risk analysis by the operator that includes leak detection technology.
